The only thing I can think of is you cannot be using the artifact itself to transmog into the artifact appearances. In the case of using the artifact itself, you have to use the order hall. WebAs you said you cant get the new bear form that came from the mage tower anymore however you can still get the other colors for the normal bear form. You just need to do the legion achievements that unlock them. Look at the legion artifact guide for bears. The owl comes from the class hall quest line and broken shore quest lines.
